The Building & Safety Division is responsible for compliance with the City’s adopted Los Angeles County Building Codes in all RESIDENTIAL, INDUSTRIAL, and COMMERCIAL buildings and other structures within the City for all:

  • New Construction
  • Remodeling or Tenant Improvements
  • Conversions, Alterations or Repairs
  • Demolition

Adherence to the Building Code ensures that each project meets a minimum set of safety standards, preserving the value and integrity of the homes, buildings and structures. Appropriate permits must be obtained prior to the start of any project and are subject to applicable fees and inspections.


PERMIT APPLICATIONS


You may complete a permit worksheet (see link below) and obtain a permit by visiting the Building & Safety Permit Counter Monday through Thursday between 7:30 a.m. to 11:30 a.m. and 2:00 p.m. to 4:30 p.m. City Hall is closed every Friday.

Please fill out a separate permit worksheet for each detached structures on the same property.

PLAN CHECK APPLICATIONS AND SUBMITTAL


You may upload your plans and permit worksheet to the Building & Safety Division Plan Check Portal.  Building & Safety will forward the plans to Planning for Zoning Clearance where applicable. If your project involve discretionary review by Planning, please make sure to contact Planning Division prior to submitting plans for plan check. Permit counter will process the plan check application and will send you the plan check invoice through the portal.

As of June 17, 2024, all plan checks and resubmittal shall be through the City’s Plan Submittal Portal.  If your plan check application predates June 17, 2027, and if not approved by the County, City Building & Safety will continue the plan review, when you are ready to resubmit, you may proceed to the City’s Plan Submittal Portal.

BUILDING PERMITS ARE SUBJECT TO RECYCLING AND DISPOSAL OF CONSTRUCTION, DEMOLITION AND RENOVATION DEBRIS


According to City Ordinance Title V, Chapter 50, sections 50.075 through 50.079 you will be required to identify materials that will be reused, recycled, or disposed of - the required goal is to reuse or recycle at least 75% of project waste.  A Construction and Demolition Recycling Form must be approved prior to permit issuance.

For all Building Permit applications, please complete the Construction Waste Management Plan (WMP) Form and email to info@munienvironmental.com to get approval from WMP Compliance Official. You can find the form among Building Forms.

FOR MAXIMUM OCCUPANCY INQUIRIES

For determinations of a facility's "Maximum Occupancy" (maximum occupant load), a business owner can either gather the information from the building owner (based on the original approved plans of the building/space) or hire an architect to determine the correct maximum occupant count (maximum occupant load) per Fire/Building Codes.  For a review fee, the City's Building Department will verify if the architect's occupancy calculations are correct.
