PLEASE NOTE:  As a result of the State's action to terminate redevelopment, effective February 1, 2012, the City will no longer receive funds for these programs, therefore, applications for the following programs are no longer being accepted:

  • Rebate Program - Provides a rebate of a portion of the amount spent on eligible home improvements to the legal owner-occupant of the property. The actual amount of the rebate ranges from 20% to 50% and varies depending upon family size and gross family income.

  • Home Repair Program - Provides free labor and materials for very low income homeowners for the interior and exterior maintenance of their house. The program allows for a maximum of $1,500 for materials per house and $6,000 for labor and materials. Building Code compliance and safety repairs have priority over other improvements.

  • HARP Lottery Program - Provides an opportunity for homeownership to eligible low and moderate-income residents. Under the program, the City purchases vacant land or existing homes and either builds a new house or completely rehabilitates the existing dwelling and then sells the home to a qualified low or moderate income family that has lived/rented in the City for at least the past three years. HARP homebuyers are selected through a random lottery drawing that takes place in City Hall every two years.
